What's Really in Salt Lake City's Tap Water
It passes every legal test. Here's how it compares to what independent health scientists say is actually safe.

Salt Lake City's water meets every legal standard. But "legal" limits were set on cost and feasibility — often decades ago — and the EPA's own non-enforceable health goal for arsenic, lead and the chlorine byproducts is zero. Measured against the levels independent health scientists consider safe, SLC's own 2026 report shows eight contaminants above the health-protective level — several by hundreds of times. This isn't an emergency or "poison" — it's long-term, cumulative risk. Here are the city's numbers.

Under the Safe Drinking Water Act, the EPA sets legal limits as close to zero-risk as is feasible — weighing treatment cost and technology alongside the science. Many limits are decades old (radium 1976, nitrate 1991, the chlorine-byproduct rules 1998–2006). The health guidelines used here are different: they're the level at which a lifetime of exposure carries roughly a 1-in-1,000,000 extra cancer risk, set purely on science with no cost compromise. Water at the legal limit is in full compliance. Water above the health guideline isn't illegal — but the science says it carries elevated long-term risk.
The eight contaminants, in detail
Haloacetic Acids — HAA9
~58,000% over the health guideline
What it is. Nine chlorination byproducts formed when chlorine reacts with organic matter in the water. Five are EPA-regulated (HAA5); four brominated acids are not regulated at all.
The real dangers above safe levels. HAAs are genotoxic — they damage DNA. The National Toxicology Program has shown individual HAAs cause tumors in animals, and human studies link long-term exposure to bladder, rectal and colon cancer. The brominated members in HAA9 are more potent mutagens, which is why their health guideline is even stricter than HAA5.
Who's most at risk. Pregnant women, developing fetuses, and anyone drinking chlorinated tap water for years.
Bottom line. About 582× the health guideline — and the four extra acids measured here have no legal ceiling at all.
PFAS — PFHxS ("forever chemical")
~39,900% over the health guideline
What it is. A synthetic "forever chemical" with a carbon-fluorine bond so strong it never breaks down and accumulates in your body for life. It comes from firefighting foam, coatings, and industrial discharge.
The real dangers above safe levels. PFHxS suppresses thyroid hormone (T4) — critical for fetal brain development — and PFAS-heavy communities show elevated thyroid cancer. The ATSDR links PFAS to a weaker antibody response to childhood vaccines. Its benchmark cousins PFOA (IARC Group 1 carcinogen) and PFOS (Group 2B) are classified carcinogens; the EPA ties the PFAS class to kidney, testicular and prostate cancer, pregnancy hypertension, low birth weight and high cholesterol. Boiling does not remove PFAS — it can concentrate them.
Who's most at risk. Pregnant women, infants and children, and anyone near industrial PFAS sources.
Bottom line. About 400× the health guideline — and additive with every glass, because your body cannot clear it.
Haloacetic Acids — HAA5
~26,400% over the health guideline
What it is. The EPA-regulated five haloacetic acids. The 60 ppb legal limit was set in 1998 based largely on treatment cost and the need to keep a disinfectant residual — not pure health protection.
The real dangers above safe levels. The EPA itself states that excess HAA5 over many years raises cancer risk; bladder cancer is the primary human outcome. Dichloroacetic and trichloroacetic acid are EPA probable/possible carcinogens and cause tumors in NTP animal studies, with documented developmental and fetal harm.
Who's most at risk. Pregnant women, fetuses, and long-term consumers of unfiltered chlorinated water.
Bottom line. 265× the health guideline — and already 44% of the way to the legal limit, which itself is not fully cancer-protective.
Trihalomethanes — TTHMs
~24,300% over the health guideline
What it is. Four compounds (chloroform, bromodichloromethane, dibromochloromethane, bromoform) formed when the chlorine used to disinfect water reacts with organic matter.
The real dangers above safe levels. Bladder cancer is the most consistently documented outcome, with colorectal associations as well. Chloroform and bromoform are EPA probable carcinogens (Group B2); IARC classes chloroform and BDCM as Group 2B. Human studies also link elevated TTHMs to miscarriage, low birth weight and premature birth. Showering and bathing add exposure through skin and inhaled steam, so drinking is not the only route.
Who's most at risk. Pregnant women, infants and children, and long-term consumers.
Bottom line. 244× the health guideline — a byproduct created during treatment, present in virtually every chlorinated supply.
Arsenic
~13,400% over the health guideline
What it is. A naturally occurring element that leaches into water from Utah’s geology (and from mining and legacy pesticides).
The real dangers above safe levels. Arsenic is an IARC Group 1 — known human carcinogen, with strong evidence for skin, bladder and lung cancer. A 2024 study found kidney-cancer risk rises 22% above 5 ppb; lung-cancer risk rises measurably from 10 ppb. It is also linked to cardiovascular disease, diabetes, and — at the low levels common in US water — lower IQ, verbal scores and memory in children, plus adverse pregnancy outcomes.
Who's most at risk. Pregnant women, fetuses, infants, children, and anyone drinking the water for decades.
Bottom line. 135× the California health goal — and one of the few drinking-water contaminants that is a confirmed Group 1 human carcinogen.
Hexavalent Chromium (Chromium-6)
~2,400% over the health guideline
What it is. The toxic, DNA-reactive form of chromium — the "Erin Brockovich" chemical — from rock weathering and industrial pollution.
The real dangers above safe levels. The definitive 2008 National Toxicology Program study showed Cr-6 in drinking water caused oral cancer in rats and intestinal tumors in mice; human studies link oral Cr-6 to elevated stomach-cancer mortality. California lists it as a reproductive toxicant. Critically, there is no federal drinking-water limit specific to Cr-6 — it is bundled under a 1991 total-chromium standard that masks the cancer risk.
Who's most at risk. Long-term consumers, pregnant women and fetuses, and people with gastrointestinal inflammation.
Bottom line. 25× the California health goal — with a complete federal regulatory gap.
Radium (226 + 228)
~1,340% over the health guideline
What it is. A naturally radioactive element from the decay of uranium and thorium in Utah-area rock. It behaves like calcium and lodges in your bones.
The real dangers above safe levels. The EPA and National Academy of Sciences classify radium as a known human carcinogen. Bone cancer is the primary documented outcome — the historical "Radium Girls" established the link — along with liver and breast cancer, leukemia and anemia. The 5 pCi/L legal limit was set in 1976 based on 1970s removal costs, not modern health science.
Who's most at risk. Children and adolescents (active bone growth), pregnant women, and groundwater-reliant homes.
Bottom line. Above the health guideline for a known bone-cancer carcinogen.
Lead
~1,200% over the health guideline
What it is. Lead rarely comes from the source water — it leaches from lead service lines and old solder, making it an address-by-address plumbing problem. Salt Lake City has an estimated 9,400–14,500 lead service lines still in the ground (a 5-year, $39M replacement program began in 2024).
The real dangers above safe levels. The EPA’s health goal for lead is zero — the only contaminant with an explicit "no safe level." It is a potent neurotoxin that causes irreversible IQ loss, attention and behavior problems, slowed growth and anemia in children, with damage per unit actually steeper at low doses. It crosses the placenta to the fetus, and formula-fed infants can get 40–60% of their lead exposure from water.
Who's most at risk. Infants (especially formula-fed), children under 6, pregnant women and fetuses, and pre-1986 homes on lead lines.
Bottom line. With up to 14,500 lead lines still under the city, this is a real infrastructure risk — not a theoretical one.
